The line graph is not appropriate as line graphs usually shows the increasing, decreasing or constant change of the frequencies. But to show whether, we do not need to know if the number of countries, that are rainy or sunny, are increasing or not.
What makes you think the 3 remaining graphs are appropriate?
Bar Graphs and Pictograms shows a clear and straight forward indication of how many countries are experiencing a certain weather at the moment of time.
Pie Charts also shows how many countries are experiencing a certain weather at a certain time so that we can compare it easily with just one glance.
